Cargo estimation (draft-based)

Draft-based cargo estimation converts observed draft changes into tonnage: cargo tons ≈ (draft change ÷ max draft) × deadweight tonnage, refined with per-vessel hydrostatic tables and water-density corrections. Overwatch aggregates these per-visit estimates into weekly export forecasts before official port statistics publish.
